These proxy sites are used in a manner where you take the link at the bottom of post for the top100arena, and open up a proxy site in another window. Paste the top100link provided into the url search bar within the window and it will take you to a vote page.

The way voting works is, when you vote the top100arena site records your public IP Address (the ip address seen from the internet by your router that all of your computers connect to the internet through) after voting, you cannot vote again for 12 hours. Proxy sites allow you to vote again and instead of using your router's public ip address, the top100arena website gets the ip address of the proxy (or website) that you have voted through instead.
